Stratford-on-Avon District Council's Cabinet approves grant for a local needs housing scheme in Claverdon

Stratford-on-Avon District Council's Cabinet has today, Monday 10 February approved a grant of £738,000 for a local needs housing scheme in Claverdon.

The grant has been awarded to Warwickshire Rural Housing Association (WRHA) to deliver the second phase of an affordable housing scheme in Claverdon, providing ten affordable homes of different types and sizes for local people.

The first phase of homes in Breach Lane was completed in 2020 as part of a S106 offsite developer-led scheme and provided 3 affordable homes.

For the last seven years, the Parish Council, landowner and WRHA have been working in partnership to bring forward the second phase of the scheme identified in the 2022 Housing Needs Survey (HNS), which was commissioned by the Parish Council and completed by Warwickshire Rural Community Council (WRCC).

The proposed scheme would provide ten affordable homes of different types and sizes, including two bungalows:

  • 4 x social rent (a genuine proxy for affordability); and
  • 6 x shared ownership (low-cost home ownership).

Work is expected to start on site in Spring 2025 and take a year to complete.

Cllr Liz Coles, Housing and Customer Services Portfolio at Stratford-on-Avon District Council said: "I am really pleased that we are able to support this scheme and provide much needed affordable homes. Everyone deserves a safe and secure home, and good homes improve people's health and wellbeing, and the proposed homes will also help the Council to meet its climate change obligations with the homes being built to the forthcoming Future Homes Standard."

Cllr George Cowcher, Deputy Leader and Planning and Economic Development Portfolio at Stratford-on-Avon District Council said: "This is really how affordable well-built and maintained housing should be delivered to meet local identified housing needs.  The provision of these homes built with green technology to high energy efficiency standards will also help households with the cost of living as well as providing warm homes."

Background Information

  • Planning application 22/03139/FUL for ten affordable homes on Land to the South of Breach Lane, Claverdon was granted planning permission on 15 November 2024.
  • The scheme will meet an identified local housing need brought forward by the community under Core Strategy Policies CS.15(G) and AS.10.
  • The S106 Agreement includes local connection criteria prioritising those with a local connection to Claverdon in the first instance in perpetuity.
  • The scheme will cost an estimated £2,986,000 to build.
  • The homes are proposed to meet the expected new Future Homes Standard and will go beyond current Building Regulations including:
    • All homes will be fitted with air source heat pump technology for heating and hot water.
    • All homes will be installed with photovoltaic solar panels to generate electricity.
    • All homes will have solar batteries installed to enable unused energy to be stored.
    • All homes will receive an Energy Performance Certificate (EPC) rating of 'A'.
    • All homes will be installed with electric vehicle charging points and have the benefit of home working spaces.
    • Bio-diversity measures including woodland tree planting and wildflower meadows.
