Stratford-on-Avon District Council's Full Council has today, 16 October adopted the Infrastructure Funding Statement (IFS) 2022/23 after recommendation from The Cabinet.
The IFS brings together a range of information relating to approved, received, allocated and spent S106 and Community Infrastructure Levy (CIL) developer contributions for the 2022/23 financial year.
In the financial year 2022/23, £3 million was received through S106 agreements and £1.25 million was passed on to Parish Councils and third parties.
In the financial year 2022/23, £1.8 million was received through CIL payments and just over £550,000 was passed on to Parish Councils.
Following a call for infrastructure projects in June to identify the District's infrastructure priorities, 57 submissions were received for the infrastructure funding list and 47 met the mandatory criteria and have been added to the Infrastructure List. 20 of these projects are existing on the list, and 27 of the projects are new to the list.
Following the adoption of the Infrastructure funding statement, the council will consider the 47 eligible projects against a set of criteria to determine whether they are considered high priority, in order to inform any further decisions by the Cabinet on the allocation of CIL funds to specific projects. For a project to be rated as 'high priority', it needs to score a minimum of six points in the Step 2 discretionary criteria as set out within the IFS (Table 18).

Cllr George Cowcher, Planning and Economic Development Portfolio Holder said: "The adoption of the Infrastructure Funding Statement 2022/23 provides the District Council with transparency in reporting and decision making relating to S106 and CIL developer contributions on both planning applications and the allocation of receipts.
"It also brings together in one place information on approved, received, allocated and spent developer contributions. However, as a new administration we will also be reviewing the current criteria ready for next year's allocation."
