Allocation of Resources to the Council Plan and Change Programme

Stratford-on-Avon District Council's Cabinet has approved the allocation of £1.562m from the Council Plan and Change Programme budget towards a number of initiatives.

The new Council Plan 2023-2027 was approved in December 2023, and a £2.2m budget was agreed to help fund the implementation of the Council Plan, as well as to provide resources to the on-going Change Programme.

This report marks an important next step in the delivery and implementation of all the Council Plan objectives, as follows:

  • Residents and Communities - acting in the best interest of residents and communities throughout the District.
  • Local Economy - creating a larger, stronger, greener and more inclusive economy.
  • Climate Change - leading the fight against climate change.
  • Housing - delivering affordable well built and maintained homes.
  • Health and Wellbeing - putting health and wellbeing at the heart of decisions.
  • Delivery of Service - using money responsibly in delivering the best services possible.

Two areas have already had funds committed to their delivery:

  • Funding for a Head of Policy and Building Control, for a four-month period: £50,000 allocated.

This post has been agreed to provide capacity for the Head of Development to deliver the findings from the Planning Advisory Service Review.

  • Funding for a HR advisor, for a two-year fixed term contract: £100,000 allocated.

This funding is necessary to provide capacity to the HR team to implement the actions outlined in the Staff Strategy.

Infrastructure

To fund a dedicated resource to co-ordinate the delivery of necessary infrastructure secured through s106 agreement and CIL funds. Working with communities, developers and planning enforcement, this post would monitor compliance with s106 agreements and ensure the timely delivery of infrastructure

Conservation

To resource a review of the District's Conservation Area Appraisals dating from the mid-1990s and ensure that these important documents that provide guidance on conserving the built heritage of the District are relevant and up-to-date. The appraisals are fundamental in terms of informing planning decisions as well as projects relating to highways and the public realm and are essential in terms of being able to apply the Council climate change policies pragmatically and positively to much of our built form.

This high-profile strategy and action plan, , is a key element of the Council Plan. Enabling and facilitating circa 17 partners to deliver outcomes for this two-year plan requires a focused resource, also ensuring outcomes complement and enhance our Health & Well-being Strategy and improve life chances for our residents and communities.

The geographically dispersed nature of the District can result in difficulty for some residents contacting the Council and dealing with issues face to face. Without the technology or the knowhow, the resident is forced to travel to the council offices to have a one-to-one meeting. This trial, in two locations, will make technology available in a public place that allows the interaction without the need for travel. The cost of this was included as part of the 2024/25 budget setting process.


This leaves £0.638m to be considered for future projects and initiatives. The Cabinet will monitor the delivery of the Council Plan and the expenditure against the overall £2.2m budget.
