Thursday 24th November will see some big changes to the way alcohol retailers, pubs and clubs are licensed.  New powers to fine, arrest, and even close disruptive premises will be readily available to enforcement authorities.

All premises that sell alcohol must have a designated premise supervisor, who must be a hold a personal alcohol licence . Having an identified person responsible for all sales of alcohol makes enforcement of licence breaches much easier to enforce. Under age sales, or sale of alcohol to obviously drunk people will be an offence. 

A new licensing penalty points system will be brought into operation.  This is similar to that used with driving licences. When an offence is committed an pre set number of points will be allocated to an individual licence holder for each offence.  Once the points reach certain levels various action can be taken. In certain instances a premises could be closed down.

There is also a new system of on the spot fines for individual offences. This particularly relates to noise offences or general anti-social behaviour. The Council and Police will both be taking a pro-active stance in ensuring compliance with the new legislation.

"Implementing this new legislation has placed big demands on the District Council," said Cllr Mike Brain, chairman of the licensing committee.

" We will be working very closely with our Police colleagues and other agencies, to ensure we deliver an effective, joined up approach."
