Adoption of New Executive Arrangements

In accordance with section 33F of the Local Government Act 2000 Stratford on Avon District Council have resolved to change its governance arrangements.

The main features of the proposals are as follows:

(i) The Council shall appoint an executive leader

(ii) The executive leader's term of office starts on the day of his election and, subject to (iii) and (iv) below ends on the day when the council holds its first annual meeting after the leader's normal day of retirement as a councillor

(iii) If the Council passes a resolution to remove the executive leader, a new executive leader is to be elected either at the meeting at which the leader is removed from office or at a subsequent meeting

(iv) If the Council becomes subject to whole council elections, the executive leader's term of office ends on the day when the council holds its first annual meeting after the leader's normal day of retirement as a councillor.

(v) The Leader may appoint between two and nine members to the executive one of whom shall be appointed as deputy executive leader.

(vi) Subject to (vii) below the deputy executive leader, unless he or she resigns as deputy executive leader or ceases to be a member of the Council, is to hold office until the end of the term of office of the executive leader.

(vii) The executive leader, may, if he thinks fit, remove the deputy leader from office and appoint another person in his place.

(viii) The executive shall discharge functions specified in regulations made under section 13 of the Local Government Act 2000 to the extent approved by the Council. A full list of such functions is available on request or can be viewed in the Council's constitution.

The proposals will be implemented from the annual meeting of the Council in 2011.
