Stratford-on-Avon District Council wants to raise awareness of the dangers and inconvenience pavement parking can cause to pedestrians – particularly those with pushchairs or in wheelchairs – also highlight the dangers that can be caused by reduced visibility and obstruction.

Double yellow lines are in place for a reason; parking on the pavement where there are lines on the road can cause visibility problems, endangering pedestrians and motorists alike.  Parking on pavements and grass verges also causes unnecessary damage which then has to be rectified at council taxpayer's expense.

Cllr Lynda Organ, Technical Services Portfolio Holder says: “Many residents contact me about thoughtless and dangerous parking, especially on pavements where pedestrians are forced into the road to get past.  Pavements and footpaths are put down for pedestrians to use, not motorists.  People may be unaware that yellow lines on the road also mean parking restrictions apply on pavements and verges and will incur the same penalty charge notice."

This issue has been raised with the District Council and parking enforcement teams are now prioritising this area of work.

  • The District Council can only enforce where there is a parking restriction, as identified by linage, ie double or single yellow lines.

  • If there is no linage then this would be a Police matter as this is an obstruction offence not a parking contravention.
