Council consults on proposed Community Infrastructure Levy charges

Stratford-on-Avon District Council is beginning a consultation on the charges that will be levied locally under the Community Infrastructure Levy (CIL).

The consultation begins on Friday 16 October and runs until Friday 13 November.

The income from the Community Infrastructure Levy (CIL) will help to fund a range of infrastructure that is needed as a result of development, for example road schemes, schools and community facilities.

CIL is a charge on new development that will be collected through the planning process. In the past the funding of new infrastructure has been supported by contributions negotiated on a development-by-development basis. This approach, known as a 'Section 106 Agreement', will continue in use but on a more limited basis focused on site specific requirements such as affordable housing provision.

The District Council consulted on previous CIL Charging Schedules and has amended its proposals in line with new research.  This final round of consultation, which concludes next month, will be considered by a Planning Inspector at an independent examination. The responses received will be considered by the Council ahead of that submission. It is envisaged that the examination will take place during the first half of 2016, with the new charges being introduced by summer 2016.

Cllr Chris Saint, Leader of Stratford-on-Avon District Council says: “The income derived from CIL will help to pay for much needed infrastructure to support new development. It will provide a mechanism to enable local communities to respond to the social pressures that arise from development. It simplifies the way in which developer contributions are negotiated.  We are confident that our proposals are now ready for examination, but this consultation provides one further opportunity for others to make their views known."
